The High Council Is Now The Official Governing Body Of sK.

The High Council is purely a Forum-based government, meaning, there is no meetings required, all of the activities of the council (propositions, discussions, and voting) will be done on the forums, in the High Council forum. This form of government is, currently, the best option for sK. Everyone has time restraints due to work, school, etc, and so this provides the best alternative.

This is how it works. Saturday, and Sunday, proposals are made. Discussion is held monday through friday, and then Voting will resume the following saturday at 12am PST, and ends the following monday, at 12am. Meaning, there is a 48-hour voting period.

Voting will be held via online poll, as well as through posts confirming the vote. This gives us the most accurate way to hold voting procedures, as well as, in my opinion, is the best way for the sK administration to communicate with each other and get things done.

Additionally, a proposal that needs further discussion may have its voting postponed for one week, but one week is all that will be allowed.

In regards to voting, a majority vote is required. meaning, over 50% of the high council must be in favor. ie, 6/10 or 8/14, etc. The Chairmen will serve as a swing-vote if necessary. If a vote of "no" is passed, the topic may be re-voted upon, with a limit of once every 30 days. during this time, however, a vote of 2/3 is required to pass this, as this vote is over-ruling the previous one, it needs a supermajority. however, again, the majority and supermajority may be overruled by the powers of the president. This is the executive Veto.

Additionally, to amend any part of this new government, A supermajority vote is required, meaning 2/3 must vote YES on the proposal.

In regards to meetings, they are not required, as mentioned before, but they are optional. Any member of the High Council may request a meeting be held, in which case, that member takes on the responsibility of organizing with the other members, and setting the meeting at the appropriate time/date, meaning, the time/date most convenient to everyone in the HC. During the meeting, the member will serve as its coordinator, and, once completed with the meeting, the next highest-ranking official will take over, and discuss anything he/she needs to discuss, and end the meeting appropriately once all matters have been taken care of.

The high council members will consist of the following:
President (Chair)
Vice President (Vice Chair)
Generals
Division leaders
(colonels and Lt Colonels)


Additionally, in the past, their have been elections held to "vote-in" members of the community into the High Council.

This will not be the case with this system. The Only members that are allowed in the High council are the afore-mentioned.

A member may, however, talk to their respective Division leader, and get their proposals in via that method. they may also contact the generals or a member of the presidency, but the Division leaders would be the preferred method.



This governing body will server as the official sK governing body, until such a time as a new one is formed and voted upon. However, to pass a vote on a new governing body, ALL of the High council members must agree upon it. Meaning, if one person disagree's then the proposal does not pass.
