| The Silent Knights High Council is the
Congress of the Silent Knights and is the highest governing body of sK. The
Council posses all the powers and responsibilities embodied by the former Silent
Knights Congress's House of Representatives and Senate. |

Membership and Qualifications:The Council is composed of the Silent
Knights President, Vice-President, and Generals. Furthermore, each gaming
division will be represented equally by thier Colonel. A minimum of 2
representatives is elected for a period of two months. This number may change
with the consent of Council.
Legislative Functions:
The President is the head of the Council, with the Vice-President presiding
in the President's absense. Any decisions reached by the Council are formally
termed as Council Resolutions. The President, Vice-President, Generals, and
Colonels are permanent members of the Council. In addition, general elections
will be conducted once every 2 months for members of the clan to elect two
representatives onto the Council. The specific number of elected representative
seats is up to the Council to decide based on current clan population, however
there should be at least two. Any member of sK is eligible in the election as
long as they fulfill both requirements: 1) Rank of at least Sergeant; 2) Have
accumulated at least 30 consecutive days in sK. Permanent members of the Council
may enact resolutions to further clarify how elections will be conducted. In
addition, permanent members will oversee the elections and then certify the
results as being accurate.
The Council is able to pass Resolutions, which requires the support of at least
3/5 of the Council members. In addition, there cannot be a no-vote from either
the President or Vice-President. In the event either votes no, it is considered
a veto and the Resolution fails to pass. The veto may be overridden by a 2/3
passing vote of the Council members in addition to all elected representatives
voting in the affirmative.
Activeness in the Council will be important for its continuity as the governing
body of the clan. Inactive generals, colonels, and representatives are liable to
be removed from the Council -- which removes them from their rank as well --
with the support of at least 3/5 of the Council. All Generals and Colonels must
remain active in the Council as it is a requirement to maintain their rank. Any
new general or colonel must also agree to be active in the Council.
The Council leader can determine how, when, and where the Council will convene.
The decision should be made in consideration with other Council members and any
limitations they may possess. The Council sessions can only begin when more than
half of all Council members are present.
