Constitution Of Clan Silent Knights
e, the members of Clan Silent Knights, do hereby recognize that to be a clan, we must act as one body unified by our common goal to achieve the zenith in all of our endeavors. To accomplish this goal, we have established for ourselves principles and guidelines. These principles and guidelines are bound to all Silent Knight members. Here, Silent Knights will be known as sK in short and [sK] in our member identification. All members are created equally and should be treated with respect. This Constitution will be the primary legitimate body of law for all of sK. Throughout time, the Constitution may be amended to adapt to changing times. Such a process is mentioned later on.

// Article I: Membership
embership is open for anyone, allowing them to initiate the membership process to give them membership status in this clan. Any prospective member should not already be in another clan at the same time he/she wishes to have membership in sK. Prospective members should also be tested in their games for basic competence. Although prospective members should display some skill in their game, lacking potent skills is not necessarily an automatic deterrent from acquiring membership. Prospective members can also use other skills in other areas to supplement and reinforce their prospective joining image. Allowing previous members who leave to return back would be to the recruiter�s discretion as well as any commanding officers. New members (not including previous members who wish to rejoin) are to be placed at the rank of Recruit and shall remain in that rank for a period not less than or more than 5 consecutive days. After that period, they will be automatically promoted to Private.
// Article II: Maintaining Membership
nce someone has become a member of sK, he/she must still perform various tasks to ensure continuance of membership. Such routine tasks include remaining active in communication with other members and superior officers, logging in regularly to the games that they play, logging in and keeping up with the information on the website, and attending meetings consistently. All of the tasks listed previously are required to maintain membership except for the attending meetings, which is still heavily recommended that members do so. Members who consistently fail to attend scheduled meetings that are notified to all sK members at least 48 hours in advance are subject to demotions. If a member no longer can be demoted, then they are subject for disablement. Members may be excused from such required attendances if they present a legitimate reason to a commanding officer of the meeting ahead of time.
// Article III: Ranks
he ranking structure of sK consists of:

Executive Branch

Presidents � They are the commanders of sK and have final say in any matters that are not otherwise covered here in the constitution.  Presidents should wield their power with consideration for others.  The number of Presidents is kept very low.  Only a unanimous consensus from all Presidents can set another member to the rank of President.  Presidents and Vice-Presidents will collectively be referred to as Presidents in this Constitution unless specified otherwise.

 

Vice-Presidents � They are the co-commanders of sK and answer only to the Presidents.  Vice-Presidents have widespread jurisdiction and command with the capabilities of a President.  Vice-Presidents are the next in line in to be President, and in the absence of all Presidents they assume complete control.  Presidents and Vice-Presidents will collectively be referred to as Presidents in this Constitution unless specified otherwise.

 

 

Chief of Staff � The Chief of Staff (CoS) is specifically in charge of all generals and to ensure cooperation amongst the Generals group.  The Chief of Staff is considered the bridge linking the generals to each other as well as to the Presidents.  Although there is no limit to the number of CoS�s in sK, the number should be very low and in most cases there can only be one CoS.  The CoS is appointed by the President of sK.

 

 --- General ---

Generals are considered the administrators of the clan.  They oversee any area that they wish to oversee.  They also are the administrative representatives for the clan, should the CoS and Presidents be unavailable.  Generals wield considerable administrative powers which are used to maintain proper clan-wide performance.  There are four Generals ranks, which include:

 

General (4*) � The highest ranked of all generals.  These generals are able to oversee other generals of lesser ranks.  4* Generals are promoted by the Presidents.  Can only be promoted from Lieutenant General.

Lieutenant General (3*) � The next highest rank of generals.  3* Lieutenant Generals are promoted by the Presidents. Can only be promoted from Major General.

Major General (2*) � 2* Major Generals are promoted by the Presidents.  Can only be promoted from Brigadier General.

Brigadier General (1*) � Entry-level rank of generals.  1* Brigadier Generals are promoted by the CoS or Presidents.  Only Colonels and Lieutenant Colonels are eligible to be promoted to Brigadier Generals. 

 

--- Officer Ranks ---

 

Colonel (Col) � The highest ranked of the officers and are well trusted by all members of the clan. He/she should be actively aware of the clan�s rules/regulations/principles and be able to uphold them should he/she be promoted once more� This rank is an appointed rank by members of the Executive Branch. Members of this rank can also be Gaming Division leaders.

Lieutenant Colonel (LtC) � The second highest ranked of the officers. They have proved their worth to the clan by persevering through previous ranks. They are close to the point of moving on from the officer ranks and should prepare themselves accordingly. This rank is an appointed rank by members of the Executive Branch. Members of this rank can also be Assistant Gaming Division leaders.

Major (Maj) � These officers represent the core of the officer ranks.  They know how to keep the clan going in the right direction, and they also know who to call on in case more help is needed.  The process of being promoted to Major involves one general initiating the promotion and then another general seconding the promotion.  The promoting general shall include the concurring general in the reason for promotion.

Captain (Cap) � A much respected officer rank.  The process of being promoted to Captain simply involves the approval of a Brigadier General or higher.

First Lieutenant (1Lt) � The secondary entry rank of officers.  They are in the process of being trained for higher officer ranks.  The process of being promoted to First Lieutenant simply involves the approval of a Colonel or higher.

Second Lieutenant (2Lt) � The entry-level rank of officers.  These individuals have made it through the enlisted and warrant officer ranks and are ready to take on greater responsibilities.  The process of being promoted to Captain simply involves the approval of a Lieutenant Colonel or higher.

 

--- Warrant Officers ---

Warrant Officer ranks are future Officers in training.  Warrant Officers are expected to develop several skills and facets of their maturity.  They are the backbone for information dissemination in the clan.  There are 5 WO ranks:

 

Chief Warrant Officer (CWO) = Promoted to CWO by Major or higher.

CWO duties and responsibilities include:

  • All Duties and Responsibilities from WO4

  • Directly responsible for monitoring proper behaviors of all WOs.

  • Must have an AIM account or access to one.

Warrant Officer Four (WO4) = Promoted to WO4 by Captain or higher.

WO4 duties and responsibilities include:

All Duties and Responsibilities from WO3

  • Should have familiarity with common bot commands

Warrant Officer Three (WO3) = Promoted to WO3 by 1st LT or higher.

WO3 duties and responsibilities include:

  • All Duties and Responsibilities from WO2

  • Should have the understanding to put up at least one chatbot in channel

Warrant Officer Two (WO2) = Promoted to WO2 by 2nd LT or higher.

WO2 duties and responsibilities include:

  • All Duties and Responsibilities from WO1

  • Should understand and be able to explain well what the core clan policies are.

Warrant Officer One (WO1) = Promoted to WO1 by 2nd LT or higher. 

This is the first rank where a member is allowed to promote deserving members. 

WO1 duties and responsibilities include:

  • Should be highly familiar with recruitment procedures.

  • Should regularly contribute to the forum topics within their chosen games played.

  • Should be responsible enough to post IA when needed and maintain a low DSL.

 --- Enlisted Ranks ---

 

Sergeant Major (SGM) = Promoted to SGM by WO4 or higher.

Master Gunnery Sergeant (MGS) = promoted to MGS by WO3 or higher.

First Sergeant (1SG) = Promoted to 1SG by WO2 or higher.

Master Sergeant (MSG) = Promoted to MSG by WO1 or higher.

Sergeant First Class (SFC) = Auto-promoted from SSG after 5 wks (35 days) in clan.

Staff Sergeant (SSG) = Auto-promoted from SGT after 4 wks (28 days) in clan.

Sergeant (SGT) = Auto-promoted from CPL after 3 wks (21 days) in clan.

Corporal (CPL) = Auto-promoted from PFC after 2 wks (14 days) in clan.

Private 1st Class (PFC) = Auto-promoted from PVT after 1 wk (7 days) in clan.

Private (PVT) = Entry level rank into the clan. This is the first rank that recognizes the member to be part of Clan sK. This rank is the lowest rank a member can be demoted without being expelled from the clan.

 

Recruit = First step into becoming a clan member. All new petitioning members must be added to this rank. Recruits are automatically promoted to Private after 5 days. All recruits may NOT represent the clan in any capacity. They are acknowledged to be potential future members of the clan.

 

// Article IV: Promotions
member may be promoted by another member that is qualified to do so as a means to reward such a member for his/her hard work, dedication, and devotion to sK. Only sK members who are warrant officers and higher can promote. And even so, they are bound by the capabilities given to them by the website and the presidents. In the event that the website has been compromised or there is no current website for use, promotions are restricted to only originate from presidents, chief of staff, and generals. Under no circumstances can a general promote another general or promote another member to the rank of general. All presidents can promote any member to any rank that they see is most appropriate. Promotions should adhere to the 7 days rule where one member must hold their current rank for a period of 7 consecutive days before being eligible for a promotion to the next rank. Ultimately, decisions regarding promotions lie with the presidents. Members who wish to promote others should provide several well-thought reasons. Members are not to simply list members as friends or have done one or two actions that were already expected of them. Promotions should come genuinely, and therefore genuine reasons are to be placed when promoting.
// Article V: Demotions
member may demoted by another member that is qualified to do so as a means to punish such a member for his/her breach of conduct, disloyalty, acts performed against the clan, and overall lack of respect for sK. Only sK members who are officers and higher can demote. And even so, they are bound by the capabilities given to them by the website and the presidents. In the event that the website has been compromised or there is no current website for use, demotions are restricted to only originate from presidents, chief of staff, and generals. Under no circumstances can a general demote another general. All presidents can demote any member to any rank that they see is most appropriate. Ultimate decisions regarding demotions lie with the presidents. In the event that a member can no longer be demoted, most likely since they are at the lowest rank possible, then a demotion would disable them.
// Article VI: Disablement
ny member may be disabled by another member that is qualified to do so as a means to provide the harsh punishment for members who are blatantly conspiring against sK. Only sK members who are officers and higher can disable. And even so, they are bound by the capabilities given to them by the website and presidents. In the event that the website has been compromised or there is no current website for use, disablements are restricted to only originate from presidents, chief of staff, and generals. Under no circumstances can a general disable another general. All presidents can disable any member to any rank that they see is most appropriate. Ultimate decisions regarding disablements lie with the presidents.
// Article VII: Rejoining the Clan
t is considered a serious act to leave the clan.  Therefore, former members who wish to rejoin are subject to certain stipulations.  The first time that a member leaves and rejoins, they are not subject to any mandatory rank reduction � although they may still be set to a lower rank at the discretion of the commanding officers.  This is considered a pardon which reflects the benevolent nature that this clan exemplifies.  Subsequent leaving and rejoining will adhere to the following guidelines: 

Second rejoin:  Mandatory reduction of a minimum 3 ranks.

Third rejoin:      Mandatory reduction of a minimum 5 ranks.

Subsequent rejoin:  Mandatory reduction of a minimum of ranks determined by multiplying times rejoined by 2. 

In the event that a member�s rank can no longer be reduced, such as if they have reached the rank private, then they shall remain at that rank. 

All rejoining members are still subject to the Five Day Wait Policy

No BM Policy

All members are expected to behave with dignity and honor.  Bad manners in the clan channel are strictly prohibited.  Bad manners can be described as any activity that could be translated as being offensive to another member or guest.  The following are expressly prohibited in the clan channel:

 

Spamming

Cussing

Derogatory or inflammatory statements regarding sK or allied members

Kicking or banning a person of higher rank.

Five Day Wait Policy

All new members must undergo a mandatory five day wait period as a recruit.  Returning members must undergo a mandatory 5 day wait period as a private. New members will be promoted to private after 5 days. Returning members who qualify for a higher rank than private may be set appropriately after 5 days.

Single Promotion Per Week Policy

A deserving member may get a promotion no sooner than 7 days after his or her last promotion. This rule must not be taken lightly. Any violation of this policy may result in disciplinary actions taken against the promoter.  Extremely rare exceptions to this rule may be made by Presidents.

Promotion asking policy

Any member who asks for a promotion from a higher ranking officer will instead be subject to a 1 rank demotion.  Promotions are given to deserving individuals without any personal prompting or advertising.

Proper Disciplinary Procedures in Battle.net Clan Channel

The first time a member of the channel commits a questionable act in the channel, they are to be warned by a commanding officer.  Subsequent breach of conduct will result in member being kicked.  If member returns and continues to be unresponsive to repeated requests to act otherwise, then the member will be banned and appropriate disciplinary actions may be taken on the website.  A warning is not almost always required before a kick or a ban occurs.  In times where the person is blatantly breaching proper channel conduct, then he or she will be subject to immediate action taken to ensure overall channel stability. 

Diplomatic Engagements

If another online group of people wishes to establish friendly diplomatic ties with sK, then that online group must be reputable and adequately established in their respective gaming realms.  The online group must also not be allied with any current declared enemy of sK.  In addition, such an online group must have at least 30 members, an organized website, a definite clan channel (no op ones) on Battle.net, and must be able to sufficiently defend itself and its allies should a need arise.  Online groups seeking an alliance should be referred to the generals, who are the clan�s administrative ambassadors to other online clans.  Alliances should be made on the basis of mutual gain, in which both clans would serve to equally benefit from the other.  Diplomatic ties made that do not reflect this are not to be considered alliances.  All diplomacy-related requests should be referred to a general.

Unique Identification

All sK members are to only have one unique account with sK and the sK website. You cannot be using multiple different sK accounts by yourself. Accounts such as Example[sK]@uswest and Example[sK]@lordaeron are acceptable as both accounts still embody the same sK identification across different gaming realms. Accounts such as Example[sK]@uswest and Another[sK]@uswest are not acceptable, nor should both names be tied to the same member on the website. The Ministry of Membership will be charged with monitoring this law and will also set the punitive measures enacted against members who are found in violation. In a state of emergency where the Ministry of Membership is not in a functional state the Presidents will take over this responsibility..

 

// Article IX: Operator Access
he following principles are applied towards the use of Operators within the Battle.net gaming realm:

 

The Ops Terms of Use include:

**Agreeing to not abuse access to ops in ANY way. Ultimate discretion regarding ops abuse lies with the commanding general.
**Agreeing to not spam using the channel ops.
**Agreeing to not prematurely ban an individual without prior kicking/warning and banning only as a last resort WITH a valid reason.
**Agreeing to, in the event of a load or flood, to relinquish use of the ops to the current presiding commanding officer in the channel.
**Agreeing to use of channel ops as a privilege and not a right, that is subject to suspension if deemed needed by a superior officer.
**Agreeing to not issue frivolous commands to the ops bot, such as querying the trigger in the event of a load or excessively issuing non-productive commands in normal operating environments.

** Compliance to all the Ops Terms of Use is mandatory for any member lower than the rank of Generals if that individual wishes to receive any ops access at all.

Use of other operators/administrative powers in other games is subject to the rules established by the presidents and leaders of the appropriate game.

Members who hold ops in the Battle.Net channels should use Stealthbot, Flawed, or Ruthless bots.

Medal of Recruitment 1

Any member that has recruited 15 dedicated members or more.

Required: 10 active recruits.

Medal of Recruitment 2

Any member that has recruited 30 dedicated members or more.

Required: 30 active recruits.

Medal of Loyalty 1

Any member that has minimum number of years membership. This is granted based upon strong loyalties to the community of Silent-Knights.

Required: 1460 days in clan.

Medal of Loyalty 2

Any member that has minimum number of years membership. This is granted based upon strong loyalties to the community of Silent-Knights.

Required: 1095 active recruits.

Medal of Loyalty 3

Any member that has minimum number of years membership. This is granted based upon strong loyalties to the community of Silent-Knights.

Required: 730 days in clan.

 Medal of Loyalty 4

Any member that has minimum number of years membership. This is granted based upon strong loyalties to the community of Silent-Knights.

Required: 365 days in clan.

 Medal of Commendation

Those that are providing dedicated servers on there own or managing costs from players of Dedicated Game Servers.

Required: Server Donation

  Medal of Generosity (100)

A member donated $100 or higher to financially support Silent-Knights Website and Game Servers. These donations are used to pay for costs of Hosting the Network.

Required: Donation of $100 of more.

Medal of Generosity (50)

A member donated $50 or higher to financially support Silent-Knights Website and Game Servers. These donations are used to pay for costs of Hosting the Network.

Required: A Donation of $50 or higher.

Medal of Generosity

A member donated to financially support Silent-Knights Website and Game Servers. These donations are used to pay for costs of Hosting the Network.

Required: A $1 or higher donation

 Medal of Dignity

This medal is awarded to any members who have shown pride and dignity for Silent-Knights by showing good manners and representing Silent-Knights with maturity, optimism and positivism.

Required: Awarded by a Brigadier General of Silent-Knights.

Medal of Skills

Awarded to those that have shown skills in combat to representing Silent-Knight as it's best.

Required: Awarded by a Major General of Silent-Knights.

 Medal of Savant

This medal is awarded to a member who shows outstanding leadership and effort in their field. Successfully bringing in new games, and positive ideas into Silent-Knights.

Required: Awarded by a Brigadier General of Silent-Knights.

 Medal of Communications

Those that have reached a high level of communication by having a strong presence, positive influence, strive to educate and motivate to improve and participate within Silent-Knights.

Required: Awarded by the Lieutenant General of Silent-Knights or above.

Medal of Justice

Any Members that has fulfilling duties such as policing game channels and servers, exceptional knowledge of the Silent-Knights Constitution, general attitude towards their job, or quality determined to be superior.

Required: Awarded by the General of Silent-Knights or above.

Medal of Achievement

Those that willingly face danger, without flinching, in order to ensure the betterment of sK are honored with this medal. This medal recognizes the valiant bravery shown, in combat, and out of combat. It is also rewarded for outstanding success in increasing Silent-Knights ranks and reputation by whatever means where ever Silent-Knights is to be known.

Required: Awarded by the Chief of Staff of Silent-Knights.

Medal of Integrity

Those who show themselves to have a high level of personal integrity, in combat, and out of combat, are recognized with this medal. It shows that they stand firm against any enemy and always strive to increase the reputation of Silent-Knights. They have strong loyalty for the wholeness of the Nation by constant giving of ones self.

Required: Awarded by the Vice President or President of sK.

 Medal of Honor

Those that stand loyal behind Silent-Knights, will sacrifice for members, strive to improve not only themselves but go far and beyond to help others. They have strong skills in combat, leadership, communications, and constantly bring new and innovative ideas and resources to our nation.

Required: Awarded by President of Silent-Knights.

// Article XI: Amending the Constitution
n the event that changes to the clan compel a change in our official policies, the constitution should be amended appropriately to reflect such changes. Certain areas of the Constitution change more than others, and because of this, these areas are easier to amend than others. This includes the Operator Access Levels as well as the Ranks of sK. To amend the Operator Access Levels and the Ranks of sK (Articles III and IX), there simply has to be simple majority of both the sK Senate and the sK House of Representatives. In the event the sK Senate and the sK House of Representatives is not in active session, then the act would require unanimous support from the Presidents and 2/3 support from the Generals. To amend other parts of the Constitution, there has to be a super majority of the sK Senate, super majority of the sK House of Representatives, and consent amongst the presidents. In the event that the sK Senate and sK House of Representatives is not in active session, then such an act would require unanimous support from the Presidents, 3/4 support from the Generals, and then 2/3 support from a meeting amongst sK officers.
// Article XII: Clan sK Senate and House of Representatives
e hereby authorize the creation of another entity of sK charged with primarily legislative functions.  This assembly will be composed of two separate but equal bodies:  the sK Senate and the sK House of Representatives. 

embers of the sK Senate include 3* Lieutenant Generals and 4* Generals who are permanently appointed to the Senate.  In addition, elected Colonels and Lieutenant Colonels comprising an equal number of appointed Senate generals will also hold terms of 3 months each.  Elections will be held every 3 months to determine the Colonels and Lieutenant Colonels that would be elected into the Senate.   These elections are started by the presidents and ends 3 days after start of elections.  In the event of one or more ties, the elections will be extended an extra day to allow ties to be resolved.  This will take place whenever there still is a tie, for a period up to 6 days after start of election.  After 6 days of voting, the elections end no matter what, and any remaining ties are postponed until the following Senate session where the members of the Senate vote to break those remaining ties.  In the event of any tie in the Senate votes, the presiding President of the Senate breaks the tie.  Members of the Executing Branch (President, Vice-President, Chief of Staff) each take turns in the role of presiding President of the Senate.  The President of the Senate does not vote except when to break a tie.  Members of the Executive Branch who attend the Senate session and are not the current Presiding President of the Senate will vote as any other Senator votes.  At the first Senate session following an election, the Senate must also elect a Senate President Pro Tempore.  This position is eligible to any Senator, and each Senator contributes one vote to the election of the Pro Tempore.  In the absence of the presiding President of the Senate, the Senate President Pro Tempore assumes the role of presiding President.  In most cases of decision-making, a simple majority vote of the Senators present will suffice.  However, decisions that have far and wide reaching changes require a super majority to pass. The presiding President may deem a vote to require a super-majority.  A super majority consists of a passing vote of at least 60%.  Senate meetings are to be held regularly, and should be announced at least 48 hours before the meeting.  Emergency Senate meetings may take place if the President of the Senate announces an Emergency Senate meeting at least 24 hours in advance.  At least 50% of all Senators must attend a meeting for the session to begin.  In the event that an elected Senator consistently fails to attend Senate sessions, then he/she will be liable to be removed or replaced by a majority vote amongst the Senators.  The Senate possesses several unique powers, including appointing new generals (requires super-majority), declaring war (requires super-majority), and approving diplomatic agreements (requires simple majority).  Proposals passed and within the Senate�s unique powers take effect immediately and do not require House approval.

roposals that pass the Senate are then sent to the House for approval there.  Proposals that pass the House are then sent to the Senate to be approved.  Only when a proposal passes both chambers with no modification can that proposal take effect immediately.  In the event that one chamber modifies the proposal and passes the modified proposal, that proposal is sent back to the other chamber for approval.  Proposals that pass both chambers may also be vetoed by the President of sK.  There cannot be a veto placed on an already failed vote in the House or Senate.  In the event of a veto, the proposal goes back to the Senate and the House, where a voting majority of 75% in both chambers is needed to pass the proposal � which would put the proposal into effect.   In the event that the President vetoes a proposal that either the Senate or House passed under their respective unique powers, then that proposal goes back to the original chamber for a revote.  If a revote is conducted and a passing vote of at least 75% is reached, then the proposal would be put into effect.

embers of the sK House of Representatives include 1* Brigadier Generals and 2* Major Generals who are permanently assigned to the House of Representatives.  In addition, elected 2nd Lieutenants, 1st Lieutenants, Captains, and Majors comprising an equal number of appointed House generals will also hold terms of 3 months each.  Elections will be held every 3 months to determine the eligible officers that would be elected into the House.   These elections are started by the presidents and ends 3 days after start of elections.  In the event of one or more ties, the elections will be extended an extra day to allow ties to be resolved.  This will take place whenever there still is a tie, for a period up to 6 days after start of election.  After 6 days of voting, the elections end no matter what, and any remaining ties are postponed until the following House session where the members of the House vote to break those remaining ties.  In the event of any tie in the House votes, the presiding Speaker of the House breaks the tie.  Members of the Executing Branch (President, Vice-President, Chief of Staff) each take turns in the role of presiding Speaker of the House.  The Speaker of the House does not vote except when to break a tie.  Members of the Executive Branch who attend the House session and are not the current Presiding Speaker of the House will vote as any other House Representative votes.  At the first House session following an election, the House must also elect a House Speaker Pro Tempore.  This position is eligible to any Representative, and each Representative contributes one vote to the election of the Pro Tempore.  In the absence of the presiding Speaker of the House, the House Speaker Pro Tempore assumes the role of presiding Speaker.  In most cases of decision-making, a simple majority vote of the Representatives present will suffice.  However, decisions that have far and wide reaching changes require a super majority to pass. The presiding Speaker may deem a vote to require a super-majority.  A super majority consists of a passing vote of at least 60%.  House meetings are to be held regularly, and should be announced at least 48 hours before the meeting.  Emergency House meetings may take place if the Speaker of the House announces an Emergency House meeting at least 24 hours in advance.  At least 50% of all Representatives must attend a meeting for the session to begin.  In the event that an elected Representative consistently fails to attend House sessions, then he/she will be liable to be removed or replaced by a majority vote amongst the Representatives.  The House of Representatives possesses several unique powers, which include ability to veto a newly appointed general (requires super-majority), veto a general�s promotion (requires super-majority), approving changes to the clan budget (requires simple majority).  Proposals passed and within the House�s unique powers take effect immediately and do not require Senate approval.

Amendment I; Ratified on July 25th, 2005.


he sK Senate will now be composed entirely of sK members who have attained the rank of Brigadier General (1*) or higher. The sK Senate will no longer have any elections to elect any Senators. All other rules for the sK Senate as outlined within the Constitution are still valid.

The sK House of Representatives will now be composed entirely of elected sK members with ranks of at least CWO5 to a maximum of Colonel. The sK House of Representatives will no longer have any appointed Representatives. The number of elected Representatives will adhere to this formula: (Number of current sK officers between the rank of Second Lieutenant to Colonel) divided by (Total number of sK members). This should yield a fraction ratio which is then multiplied by 80. The final number is then rounded up to the nearest whole number. This number is calculated and updated at every election. In the event that the number of elected Representatives possible in an upcoming election is less than the number of Representatives from the previous term seeking re-election, then the lowest ranked members running are negated. In the event that there is a tie in rank, then the Presidents decide who will be allowed to run for re-election and who cannot due to decrease in Representative numbers allotted by current clan population. All other rules for the sK House of Representatives as outlined within the Constitution are still valid.

If a member is within the sK Senate due to their rank being of at least Brigadier General (1*) or higher and is demoted to a rank lower than a Brigadier General (1*), then that member is no longer a Senator of the sK Senate. However, that member now is eligible to be a Representative in the sK House of Representatives should that member run in an election and is elected successfully. Generals that are demoted are not automatically put into the sK House of Representatives.

If a member is within the sK House of Representatives due to their rank being of at least CWO5 and no greater than Colonel suddenly becomes a Brigadier General (1*) or higher then that member is no longer a Representative of the sK House of Representatives. That member will automatically become a Senator in the sK Senate.

In no circumstances will a member of sK be a Senator and a Representative simultaneously with the exception of members of the Executive Branch, which includes the Presidents and the Chief of Staff.


In addition, the procedure for a proposal introduced in the Senate will go as follows:

1. Potential proposal is brought forth by a Senator in the PREVIOUS session. If the proposal is brought forth by a Senator, then it must be seconded by another Senator (at the end of each potential proposal should be the names of the Senators that are sponsoring it). A potential proposal does not require a seconding if it is brought forth by the Senate President.

2. Proposal is then judged if it is within the scope of the Senate powers as outlined in the Constitution. If it passes inspection, then it is brought forth in the following session for debate on the floor.

3. Proposal is being debated.

4. A motion to vote on the proposal can start by one of two ways: 1) Senate President makes motion to vote and 2) One Senator makes a motion to vote, which must then be seconded by another Senator. The moment the second Senator seconds the motion, the motion is then active. Once a motion has been made, senators then either respond by affirming the motion, or refusing it. If no response from any Senator is made within 24 hours of the motion to vote, the proposal moves to a vote (which will last for a period of 24 hours). If there is at least one Senator that refuses the motion, then the proposal reverts to the debate stage. To force a proposal to a vote, any Senator can motion for Cloture, whereby a supermajority (at least 60%) of all Senators must affirm to. Once Cloture has been invoked, all debating of the proposal comes to an end and the proposal goes immediately to a vote.

5. Voting commences for a period of 24 hours. Each Senator has 1 vote. All votes must be either yes or no (yea or nay). The Senate President only votes when there is a tie.

6. If the proposal passes, it will either take effect immediately (if it is within the scope of the Senate's unique powers) or it is sent to the House to be debated and voted on there.

7. If the proposal passes the House unchanged, then it is put into effect. If the House passes the proposal with changes, the modified proposal is sent back to the Senate for debate and vote. If the proposal passes both chambers, the President of sK may veto it, which sends the proposals back to the Senate and House. The veto can be overridden only by a two-thirds vote in both the Senate and the House.

If there is at least one Representative that refuses the motion, then the proposal reverts to the debate stage until 4 days has transpired from the start of debate, where a mandatory vote will occur. The presiding Speaker may override this at his/her discretion, extending debate for a maximum of 2 more days.

5. Voting commences for a period of 24 hours. Each Representative has 1 vote. All votes must be either yes or no (yea or nay). The Speaker of the House only votes when there is a tie.

o divide the responsibilities of the Government into federal and division jurisdictions recognized in the Silent Knights Constitution.

The Federal Government is headed by the President along with the Vice President, Chief of Staff and Cabinet (Generals). Its responsibilities include:

- State (Ministry of State)
Responsible for providing clan wide statistics and calling Monthly roll calls, formally accepting resignations of a Lt. Colonel or above, and is responsible in promoting sK moral and values. They have the moderator status under the Roll Call and have the power to propose war in the Senate. The state also promotes the day to day activities of this clan.

- Gaming Development (Ministry of Gaming Development)
Responsible for development of new and current gaming divisions and is responsible for overall direction, coordination, and supervision of all gaming divisions. Gaming Reviews are under the direction of the Minister of Gaming Development.

- Communications (Ministry of Communication) Responsible for the sK news network, overall communications in sK. They have full administrative powers on Teamspeak and the IRC channel and any other clan wide communications system developed in the future.

- Membership (Ministry of Membership)
This Ministry is responsible for setting membership standards in all gaming division on the advice of the gaming leaderships. It must also make sure these standards are being met. They have the power to forbid certain people from joining sK according to the constitution. They have moderator status under the forum: "Neutral Grounds."


- Website // Forum Upkeep (Ministry of the Interior)
This Ministry is responsible for forum organization and upkeep, Website maintenance and bringing forward new website technology. They have administrative powers on the forums and have the power to appoint global moderators.

- Information (Ministry of Information)
Responsible for ensuring all sK members are aware of the clan's rules, regulations, and principles. This Ministry will specifically target new recruits, and make sure they are aware of our Constitution and all rules contained within. It will also be through the Ministry of Information that officers learn how to use the Ops bots.

- External Affairs (Ministry of External Affairs)
This Ministry is responsible for conducting negotiations with foreign representatives, creating alliances with other clans and to sustain good relationships with all clans. The Minister responsible for Foreign Relationships must also readily update the Diplomacy page. They have moderator status under the forum: Department of External Affairs.

- Public Relationships (Ministry of Public Relationships)
This Ministry is responsible for member support and bridging the gap between the government and the people. The Minister of Public Relationships oversees the Support/Help forums.

Each aspect will be the responsibility of a General of sK. The Executive Branch has the power to shuffle Generals into other positions. This will ultimately allow Generals to gain experience and knowledge in various aspects of sK. All Ministers answer directly to the Chief of Staff, which then relays the information to the presidents.

We are not replacing the Generals with Ministers; we are merely allowing Generals to focus on a particular aspect in the clan. We should also not limit the responsibilities of such ministries to be only available to that specific general who chooses to take on such duties and allow all generals the opportunity to do what they feel their own talents can be used -- but they must work with the minister to ensure efficiency.

Ministers can also be allowed to designate a deputy minister (must be an officer with rank of captain or higher and have served in this clan for a period of no less than 2 months). Final discretion regarding Deputy Ministers lies with the presidents.

Higher ranking Generals will be placed in higher level priority positions.

Cooperation within the Cabinet (all the ministries) is vital for the stability and success of this clan.

Cabinet meetings will be held regularly and would allow everyone in the Cabinet to acknowledge current affairs pertaining to the clan. It is important that all Generals/Ministers in the Cabinet attend these meetings on a regular basis.


There are 8 Ministries, therefore placing an upper limit of 8 generals. Restricting the number of Generals will allow Generals to rely upon each other.

The sK Senate reserves the right to remove a Minister with a majority vote if enough Senators view the Minister to be performing unsatisfactorily.

Ranks of Lt. Colonels and Colonels are now appointed positions just like generals. Only members of the Executive Branch can appoint a member to the rank of Lt. Colonel or Colonel. However, expect the number of appointments to be very low and reflect what the presidents� view as potential future leaders of the clan. This should create balance amongst members who are heavy gamers with those who game lightly but yet contribute equally to the success of this clan.

Gaming Division is hereby defined as: A group of 10 or more active sK members playing that specific game as their MAIN GAME.

All sK members of rank Major and below must declare a main game that they wish to be associated with. This declaration will in no way bar them from participating in any other games, it simply allows them to be placed in the appropriate gaming division � which they may only be in one at any time. Members with rank of Lt. Colonel and Colonel that are not Leaders/Assistant Leaders of a gaming division may still declare a main game and in turn may still join a gaming division � it is left to their discretion regarding this. Members with rank of Brigadier General (1*) or higher may also wish to declare a main game, however these members should not join a gaming division � but if they choose to then these members should not actively infringe on the chain of command instilled within such gaming division.

The Gaming Division is headed by the Colonel, and is an appointed position by the Executive Branch.

The Division government will be made up of

- 1 Colonel
- 1 Lt Colonel

Gaming division leaders are allowed to choose their division assistant. However, the Executive Branch reserves the right in extreme circumstances to appoint an assistant division leader if it feels that such an appointment is better suited.

Gaming division leaders MUST be a colonel. Assistant gaming division leaders must also be a Lt. Colonel with the exception of the Starcraft/Brood Wars gaming division.

Due to the majority of this clan centering in the starcraft/brood war gaming environment, both the leader and assistant leader of the SC/BW gaming division must be colonels. This is to reflect the high priority that this game has on our clan.

Gaming division leaders and assistant leaders will have precedence in their respective gaming realms. For example in our channel on Battle.net, the Colonel who is Gaming division leader of SC/BW has jurisdiction over the assistant gaming division leader of SC/BW who has jurisdiction over the other Colonels, and so forth.

To be appointed Division leader of any specific game, the candidate must meet the following requirements:

- Rank of Colonel
- Be in good standing with the Executive Branch
- 3 months of membership (Not including time on IA or disablement)

To be appointed Assistant division leader of any specific gaming
Division, the candidate must meet the following requirements:

- Rank of LT.Colonel
- Appointed by the Division leader
- 1 month of membership (Not including time on IA or disablement)

The responsibilities of the division include:

- Recruitment (making sure recruits are being added properly and that each and everyone is logging in)
- Gaming Activities and Events (Hosting division tournaments and events)
- Officer Training (Alike the WoTs but the responsibility of the Division instead of another private division, This way, we would not need the WoTs)
- Enforcement (Ensure Officers are doing their jobs and that laws are being enforced and followed)
- Giving proper access to Officers
- The Division leader and assistant leader will receive moderating powers within their gaming realm. They are also responsible for the forum organization of the division.

Division leaders can also:

- Ban/Unban a member within their division
- May put a member on official probation
- Moderator status under their forums
- Receive certain administrative powers in their gaming channel on TeamSpeak

Each game will be 1 Division led by 1 Colonel and 1 LT Colonel (with the exception of the SC/BW division).

The following are gaming divisions that are formally recognized:

- Starcraft/Broodwar (East and West)
- Diablo II // LOD (East and West)
- Warcraft III // Frozen Throne (East and West)
- World of Warcraft
- Counterstrike

The sK House of Representatives reserves the right to remove a Gaming Division Leader with a majority vote if enough Representatives view that the Division Leader is performing unsatisfactorily.

Generals are advised to not regularly play an active administrative role over these divisions. These divisions were designed to ensure a semi-autonomous mode of operation. However, in times of emergencies or crisis generals and the Executive Branch can intervene in order to bring stability to that division.

 

Amendment III; ratified October 6th, 2005.

his constitutional amendment will hereby formally recognize the slogan "United We Stand." to be the formal statement which embodies this clan.

 

Amendment IV; ratified October 20th, 2005.

o amend the sK Constitution, specifically Amendment II, to allow all officers between the ranks of Second Lieutenant to Colonel to be eligible for consideration for a Deputy Minister position in any one of sK's Ministries. This will prevent the many rank changes made over recent times.

In addition, this proposal would mandate that any member promoted for such a reason from the beginning of October 2005 and on to be set back to their previous rank with a single rank promotion afterwards.

 

Amendment V; ratified December 23rd, 2005.

SPECIAL FORCES

Department:

 

Alpha and Delta Forces:

Main responsibility is game support. Game Champions are appointed by the Brigadier General of the force under the recommendation of the Colonel. The forces are responsible for the upkeep of an elite squadron of sK which will represent sK in major Leagues. One Force must be dedicated to the Starcraft Broodwar Division. The Department must hold regular meetings, and training for its members. They set the standards for gaming in the games that they support.

 

Military Police

The MP Department's primary function is Forum Upkeep. They will act as Forum Moderator to keep the forums organized. They will also set and enforce forum guidelines.

The Brigadier General of the Military Police is responsible for the actions of Military Police and Colonel. Both the General MP and Colonel MP are in charge of keeping the force organized and ensuring the forums are up at par.

All Military Police personnel will be given moderator status for each particular forum(s) to keep the forums clean and organized.

The Colonel and General MP will be given Forum Administrator Access.

Minimum Requirements for MP personnel:

- 75 posts

- 30 complete days in sK

 

Development

The Development Department is responsible for the development of gaming Divisions. They review and give approval to new games worthy of sK. When a game is introduced, a Lieutenant Recruiter will take the role of supervising the new gaming Division. The Department is also responsible for providing game reviews posted under their forums.

 

Duties and Procedures:

- Review new games. A game must be authorized by the Development Department

- When a game is introduced, a Lieutenant Recruiter will take upon themselves the responsibility of supervising.

- The Brigadier General and Colonel must then appoint a Gaming Division leader on the recommendation of the Lieutenant Recruiters.

- Once a Division leader has been appointed. The Lieutenant Recruiters relinquish command of the new gaming Division and the Division leader takes over.

 

External Affairs:

The External Affairs Department main function is to search for, establish and maintain Alliances with suitable clans. They must maintain communication on both foreign and domestic forums. They must post and update status information on the Diplomacy page.

 

The Brigadier General of External Affairs is authorized to make unilateral decisions regarding any diplomatic engagement with a foreign organization, unless otherwise decided by the sK Senate. The General EA and Colonel EA both oversee all Diplomatic Ambassadors and their work. The Brigadier General makes Colonel appointments. The Brigadier General has the authority to create Alliance requirements on the advice of the Colonel and the Department.

 

Diplomatic Ambassador

- Coordinate with regional game leaders for Game Alliances.

- Coordinate and inform sK of any outerclan tournaments.

- Communication on both foreign and domestic forums.

- Authority to make a decision on a match that cannot be confirmed or when there is a dispute.

- Post all activies and issues in the designated topic under their forums.

- Diplomatic Ambassadors are appointed by the Brigadier General or Colonel of EA.

- May appoint Moderators

- Can put members on official probation

- May warn, suspend, or ban a member from the division in accordance to their respective provisions in the sK Constitution

- Recieve special administrative powers on sK's teamspeak server

- Eligible to be a Representative in the sK House of Representatives

 

Minimum Requirements:

At least 3 months of continuous membership within sK.

A Minimum of 200 posts in the forums.

Must not have been disabled for 6 months

 

Captains

- sK Co-Division Leaders within the supported game (limited at most to 2).

- May execute single rank increases/decreases within gaming division in accordance to their respective provisions in the sK Constitution

- Moderator Status in Division forums

- Resumes full control of the division in the Division Leader's absense

- Enforces the sK law, rules and standards and those made by the Division Leader

- Assists with gaming activities and events

- Eligible to be a Representative in the sK House of Representatives

Minimum Requirements:

At least 1 month of membership and a minimum of 200 posts in the forum

Must not have been disabled for 4 months

 

Lieutenant

- Entry level rank of officers

- Responsible for the enforcement of the Nation's laws and policies

- May execute single rank increases/decreases within the field ranks in accordance to their respective provisions in the sK Constitution

- Enforces recruitment procedures throughout the division

- Eligible to be a Representative in the sK House of Representatives

 

Sergeant Major

The Sergeant Major rank is the highest rank of the field ranks. They have shown outstanding loyalty and commitment toward the nation. They have basic knowledge of Clan laws and policies and carry them out within their soul; they carry the word of the nation and spread it throughout the world. Their main objective is to train the lower ranks for future battles and act as mantors to all lower ranks and help them achieve higher skill. They have the authority to promote within the field ranks and to bring in new light into the Division. Eligible to be a Representative in the sK House of Representatives

Master Sergeant

Master Sergeant have strong loyalty and have shown remarkable abilities in battle for the nation. They have basic knowledge of the Nation's Laws and Policies. Master Sergeants can make limited Decisions in clan battles and direction. They have the authority to promote lower ranking field rank members. Their prime objective is to build a strong foundation of the Silent Knights nation by bringing in new members.

Master Sergeant

The Master Sergeant have proven remarkable abilities in combat and battles. They have shown oustanding loyalty to the nation. They have a talent in leading small teams and coordinating strategic plans.

Staff Sergeant

Staff Sergeant shows great strength and participation in the clan. This is the starting rank to invite new members to the nation. They bring new strategies and are in constant communications with the members

Sergeant

Promoted for 60 posts and 21 complete days.

Corporal

Promoted for 40 posts and 14 complete days.

Private

These are confirmed new members in the clan after successfully passing their monthly rollcalls. They are promoted for 20 posts and for being in the clan for at least 7 complete days.

Recruit

New members will start their membership in this class. They are on trial period, until which case, you have gone through a successful signing of a monthly rollcall. Failure to sign a rollcall 2 times will result in an automatic removal.

Abstention is not regarded as a veto. In other words, if you do not vote it is not considered as a no vote. In any voting period, only the Senators who vote are considered, and thereby the resulting percentage of passing/failing is based on the overall total of votes from responding Senators. This resolves the issue of inactive Senators not casting votes needed to pass critical proposals. This also makes it the responsibility of the Senator to be monitoring the Senate chambers when it is in session for opportunities to input.
